The notion of System of Systems has only just begun to emerge during the past few years as an important area with an associated class of problems demanding attention in the near term if we are to meet today's daunting challenges. Problems in this vital arena span the areas of management of transportation systems, educational systems, resource management and sustainable development, homeland and national security, warfare, and critical infrastructure interdependencies. These problems can be characterized as perplexing, mystifying, elusive, baffling, incomprehensible, perverse, and enigmatic.
