Public Health Relevance

The VA MISSION Act calls for a substantial transformation in the way the VHA delivers care to Veterans, further transitioning VA from being a provider of care to being both a provider and purchaser of care. For this transformation to succeed in improving access while enhancing care quality, VA must develop a robust cross- system performance measurement infrastructure to measure quality and other key ?high-performance? metrics across both VA and non-VA settings. The ability to integrate robust and valid cross-system measurement into the VA Community Care Network (CCN) operational infrastructure will facilitate not only ongoing network monitoring and evaluation, but also inform organizational, provider, and Veteran decision-making regarding where to access care. In this planning proposal, we will convene key VA operational partners, HSR&D experts in quality assessment and economics, and experts from the RAND Center of Excellence on Health System Performance to lay the foundation for effectively measuring CCN performance across diverse sites of care.
