Support for the National Tobacco Cessation Collaborative (NTCC) and the Youth Tobacco Cessation Collaborative (YTCC) initiative encompasses a range of strategic planning, communications activities, and special projects, which foster collaboration among major national funders and other national-level groups on tobacco cessation to continue to work toward the goal of providing every tobacco user with access to effective tobacco use cessation services. As Secretariat for the National Tobacco Cessation Collaborative (NTCC) and the Youth Tobacco Cessation Collaborative (YTCC), the contractor will work closely with the National Cancer Institute (NCI) and the Centers for Disease Control and Prevention (CDC) and their partners to ensure a significant impact on tobacco use cessation and improvement in the health of American citizens. To help ensure that the objectives of the NTCC and YTCC are met and recommended strategies are implemented by 2009, the Secretariat will provide leadership, coordination, and oversight for NTCC and YTCC efforts. To that end, the Secretariat will conduct a range of strategic planning, communications activities and special projects during the next year.The contractor will conduct the following four components: (1) convene the NTCC and YTCC through monthly conference calls, bi-annual meetings, and workgroup calls as needed; (2) develop a communications plan to promote the recommendations and activities of the NTCC and YTCC; (3) implement special projects and select activities of the NTCC and YTCC, such as the translating the latest clinical practice guidelines update for consumers, convening a special meeting to discuss how policy can affect consumer demand for cessation products and services, and supporting a theme issue of the American Journal of Preventive Medicine on consumer demand. These core functions will be supplemented by other activities funded by the Robert Wood Johnson Foundation, National Institute on Drug Abuse, the American Cancer Society, and the American Legacy Foundation. By coordinating cessation activities and advancing evidence-based approaches, the NTCC and YTCC seek to increase the number of Americans who successfully quit smoking.AED as Secretariat:With this goal in mind, AED will serve as the Secretariat for the NTCC and YTCC. A Senior Marketing and Communications Manager at AED will serve as the Project Director. This initiative outlines the roles and responsibilities that AED will provide NCI and CDC in supporting the NTCC and YTCC for the next year.To help ensure that the NTCC and YTCC objectives are met and recommended strategies are implemented by 2009, the Secretariat will conduct a range of strategic planning, communications activities, and special projects. 1. For the NTCC, which has a well-established science base, the Secretariat will work with the collaborating organizations to continue to build on NTCC's work in identifying approaches to increasing demand among smokers for cessation services, following the 2007 Consumer Demand Conference. The contractor will manage the development of a theme issue of AJPM on increasing consumer demand for evidence-based cessation products and services, as well as convene a meeting to examine the effects of policy on consumer demand. The Secretariat will also work with collaborating organizations to promote the recent clinical practice guidelines update and translate the recommendations for consumers, and identify whether priority cessation activities have shifted over time, and if so, help identify the direction in which efforts and resources should be focused. This work will result in revisions to the implementation plan. The plan will be flexible so that opportunities that arise can be seized.2. For the YTCC, which has developed a science base on effective interventions, the Secretariat will work with the collaborating organizations to increase access to and the capacity to deliver effective interventions, as well as promote support and consumer demand for youth and young adult cessation. The Secretariat also will work with the collaborating organizations to review progress on the implementation of effective interventions and increasing support and demand for youth and young adult cessation, and help identify the direction in which efforts and resources should be focused. The contractor will also manage an outreach effort to promote the recent clinical practice guidelines update, highlighting that youth recommendations are included for the first time, and translate the recommendations for consumers. 3. For issues common to both Blueprints (i.e., addressing disparity issues, strategies for outreach and partnership development), the Secretariat will work to coordinate and integrate efforts of both Blueprints. AED's Strategic Planning Activities:To support these efforts, AED will provide the following strategic planning activities:o Strategic planning and coordination among NTCC and YTCC members, including biannual meetings for YTCC/NTCC, monthly conference calls for YTCC/NTCC, and specific workgroup conference calls as needed.o Track progress and provide updates on workgroup objectives and action items.o Support the activities of YTCC/NTCC, helping to facilitate the assignments each member takes on in order to advance progress. AED's Communications Activities:To support these efforts, AED will provide the following communications activities:o Communications support and outreach, including a communications plan for YTCC/NTCC to promote the current activities and outcomes of the Collaboratives and how materials can be used by those organizations and individuals supporting tobacco use cessation. This plan will identify primary audiences, communication strategies, key messages and communication tactics.o To implement the communications plan, AED will create a variety of communication products, to include but not limited to: - Press releases- PowerPoint presentations- Brochureso AED will assist YTCC/NTCC members with other dissemination tasks, such as disseminating members' survey findings as new data become available. o AED will track cessation issues on an ongoing basis.o AED will also continue to develop and disseminate NTCC News, NTCC's e-newsletter.AED's Support of Special ProjectsAED will provide support to the following special projects:o Policy and Consumer Demand Meeting on behalf of NTCC. AED will provide meeting support, attend the meeting and produce a meeting summary to be printed and distributed to all participants, and made available electronically.o Theme issue of American Journal of Preventive Medicine on consumer demand. AED will coordinate the logistics surrounding the development of the theme issue between the journal and NTCC. AED will also assist in the distribution of extra copies following publication.o PHS Clinical Practice Guideline Promotion to promote the latest recommendations and translate them for consumers, for NTCC and YTCC.
