1. Purpose: This Agreement provides for the transfer of FY 2008 funds from NCI/DCCPS/BRP/TCRB to CDC/NCCDPHP/OSH/PSB for the services and activities described below under item 2. Description of Services and Activities, paragraphs A & B and is covered by the CDC-NCI umbrella memorandum of understanding of 2006.2. Description of Services and Activities: a. 14th World Conference on Tobacco or Health (2009) - The purpose of this activity is to support efforts to plan, coordinate and implement the 14th World Conference on Tobacco or Health (WCTOH), to be held February 8-12, 2009 in Mumbai India. WCTOH is a unique opportunity to disseminate state-of-the-art tobacco control and prevention research to a broad international audience. The International Union Against Cancer (UICC) serves as the secretariat for the conference. NCI funds will be used for WCTOH program planning activities. Specific activities the funds will support may include program planning subcommittee activities, website development, conference dissemination activities and identification of scholarship recipients. NCI will provide $109,000.00 in FY 2008 for this activity. $100,000.00 will be used for direct support of WCTOH and $9,000 for the 9% indirect cost assessed by CDC. b. National Conference on Tobacco or Health (2009) - The purpose of this activity is to support efforts to plan, coordinate, and implement the National Conference on Tobacco Or Health. This conference will be held in Phoenix, Arizona on June 10-12, 2009. These funds will be used for conference support activities to include: arrangements for all facility and equipment rental (including audio/visual, phone lines for computer modems, plenary and breakout rooms), conference materials development and production, shipment of material to the conference site, computer services, speaker-related fees and travel, direct conference-related labor costs, and other miscellaneous direct costs related to subject conference. PurposeThe purpose of this agreement is to develop the evidence base for the design, implementation, and dissemination of comprehensive tobacco control program activities in a collaborative relationship between NCI/DCCPS/TCRB and CDC/NCCDPHP/OSH. Additionally, this agreement is intended to facilitate research and applications of research findings to address behavioral, social and population sciences tobacco control and prevention related activities.B. GoalsThe OSH is responsible for leading and coordinating strategic efforts aimed at preventing tobacco use among youth, promoting smoking cessation (among youths and adults), protecting nonsmokers from environmental tobacco smoke (ETS), and eliminating tobacco-related disparities in health. These are accomplished by expanding the science base of tobacco control, building capacity to conduct tobacco control programs, communicating information to constituents and the public, and facilitating concerted action with and among partners. The TCRB works toward a world free of tobacco use and related cancer and suffering by leading and collaborating on research, and disseminating evidence-based findings to prevent, treat, and control tobacco use. TCRB works to generate new information about the factors that influence tobacco use and exposure to ETS, addiction/dependence, and tobacco-related cancers; create and evaluate tools and interventions to understand and treat tobacco use, exposure to ETS, and addiction/dependence; and apply, promote, and disseminate evidence-based interventions for use in clinical and public health practice, and policy development.The mutual goals of these agencies are to improve the health of the nation as it relates to tobacco use. To accomplish this, both agencies seek: To continually assess and prioritize ongoing as well as new scientific opportunities To take advantage of the state-of-the-art technologies and standards, and movement toward our missions To maximize the use of resources to develop, nurture and sustain partnerships and collaborations To assure a means for the widespread dissemination of available methods to promote health and prevent disease, with a concerted focus on reducing health disparities. The collaborations and partnerships will enhance the effectiveness of national, as well as international resources. This agreement is developed to facilitate interactions between the NCI/DCCPS/TCRB and CDC/NCCDPHP/OSH. Interactions will include, but are not limited to: information exchange state-of-the-science workshops and conferences guiding research initiatives data collection, analysis, and dissemination training and research career development guideline development and dissemination website development and maintenance knowledge transfer distance learning global/international health program development, implementation and evaluation information dissemination and communication researchC. BackgroundIncreasingly in recent years, NCI/DCCPS/TCRB and CDC/NCCDPHP/OSH component organizations have harnessed their interdisciplinary skills and professional expertise in a number of areas affecting public health. Collaborative activities have included surveillance (including GYTS and CPS cessation modules), evaluation (including ASSIST), treatment guidelines, sponsorship of workshops and conferences, development of research agendas, health promotion projects, (including co-leadership obligations for Healthy People 2000 and 2010), the Surgeon General's Reports on Tobacco and associated activities, and responding to emerging issues of importance to tobacco control and prevention such as the development of new cessation medications, website development, and strategic planning. Although complementary and beneficial, these interactions have largely been ad hoc and informal. Leaders of both agencies have recognized that benefits that can accrue from a broader, more formal working arrangement.The delivery of activities and programs will be based on an assessment of the needs and available resources of each organization. Specific cost estimates, deliverables, and equipment needs for each operating component will be negotiated between the NCI/DCCPS/TCRB and CDC/NCCDPHP/OSH for the purpose of setting objectives and determining priorities. The attachment provides additional information, including the description of services, and terms specific to this project. This attachment also provides a narrative description of the commitments made by each of the signatory agencies and specifics relative to the subject project.
