The purpose of this conference is to promote interaction between university and industrial researchers, to focus the attention of power system researchers on computer relaying as an emerging technology and, to provide a forum for discussing new research directions. The conference is international in its flavor with both European and Japanese participants. This will be the first conference of this type to be held in the U.S.
