This proposal requests funds for partial support for participants and proceedings of the 13th International Workshop on Deep Inelastic Scattering to be held in Madison, Wisconsin on April 27 - May 1, 2005. DIS05 is the latest in a series of annual workshops on Deep Inelastic Scattering (DIS) and Quantum Chromodynamics (QCD). The aim of these DIS workshops is to evaluate the progress in the field of DIS and QCD and to discuss and lay the groundwork for the future. The workshop format will involve plenary sessions with evaluation talks and parallel working group sessions with shorter contributions. About 250 conference participants are expected to contribute to Working Groups on Structure Functions and Low-x, Diffraction and Vector Mesons Electroweak and Beyond the Standard Model, Hadronic Final States, Heavy Flavors, Spin Physics, and the Future of Deep Inelastic Scattering.

The funds requested will be used to support the travel expenses for young researchers in the field, namely, students and postdocs. For those selected, the conference registration fee will be waived. Partial support for publication of the Proceedings of the Workshop is also requested.
