Title: Rhode Island?s Strategy to Expand the Implementation of Human Food Preventive Controls Funding Opportunity Announcement Number (FOA): PAR-20-091 The Rhode Island Department of Health (RIDOH), Center for Food Protection (CFP) proposes to advance the efforts of a nationally Integrated Food Safety System (IFSS) by expanding the scope of work under its current Flexible Funding Model (RFA-FD-18-001) for the Manufactured Foods Regulatory Program Standards (MFRPS). RIDOH will promote compliance with the Preventive Controls for Human Food (PCHF) regulation (21 CFR 117). By participating in this program expansion, RIDOH will further develop its infrastructure, manufactured food program, and trained personnel to support the implementation of the PCHF rule. Promoting compliance with the PCHF rule will include training additional personnel to conduct PCHF inspections and perform audits. RIDOH will develop an inspection and compliance program as it relates to full-scope PCHF inspections under 21 CFR 117 by updating its inspection form and upgrading its software. RIDOH will monitor and continue to build capacity to support a PCHF program beyond the funding period. RIDOH will work with its federal partners to establish data information sharing capabilities and participate in work planning activities that promote an IFSS.These PCHF activities will be incorporated into Rhode Island?s exisiting food safety framework that is currently being implemented. Rhode Island will remain actively involved in national initiatives related to enhancement of MFRPS, including PCHF implementation and will provide continued assistance to newer state programs who may benefit from Rhode Island?s experience.

Implementing and monitoring the Preventive Controls for Human Food (PCHF) will ensure safe manufacturing/processing, packing and holding of food products for human consumption in the United States. RIDOH will contribute to an integrated food safety system through mentoring and sharing best practices with stakeholders at a local and national level.
